No, it's a box over the wheel. When these new buses were first introduced, it was just a flat box, so, of course, people used to sit on it, or put their parcels down there. For some reason, the powers that be decided that this was undesirable and put the pointy pyramid on top, then the railing was added.
So, I'm happy to see this young woman making use of it.
Dmych, I realized that I should have put this in the public transport group. Maybe I'll add a slightly different shot there.
:) Yes, similar luggage space is on UK buses. Even in my photo someone has their feet on the bars. Must be more comfy or something!
