Ah, because it's the way to Stansted Airport. (The plane points in the direction of the airport too, which is a nice touch)

The motorway symbol is on the sign because motorway restrictions start from the junction; if it wasn't there, then it would just be the way to the motorway.

UK road signs rarely show distances. I don't know why. You could argue it from a military defence point of view, but nowadays all invaders are likely to have maps and GPS receivers :) As Teflon says, the numbers are road/highway identifiers :)
