That's a tarantula wasp, Pepsis mildei or similar. No threat to a human, but* if you're a tarantula and there is one around looking to lay it's egg, you're in a world of hurt.

I actually just did a bit more reading on these guys - it seems they have the most painful sting of any known insect, largely because of the amount of venom they inject - they are big wasps (can measure over 40mm in length). The good thing is, they are not aggressive, you really have to provoke them to get stung. Also, the venom, while very painful, generally is not very strong in mammals at all, as it's specific to paralyze tarantulas but not kill them.

Yes, that's definitely a tarantula hawk. Not quite the most painful sting in the world, that honor goes to the bullet ant, but the most painful of any insect in the USA or Mexico :)
