It's a fountain built to commemorate the connection of Manchester's water pipeline from the Thirlmere Reservoir in Cumbria. It's got all the spouts because at the opening ceremony the assembled throng were invited to bring cups & drink the water. In a way, this was the first public tap for the city's new water supply... M'cr had had successive cholera epidemics & this was a Big Event. The fountain was mouldering in a suburban park & a few years ago someone had the bright idea to rennovate it & put it in the city centre.
As to the style - Gothic was the thing in those days... Seems a good thing to celebrate though - easy to forget how recent clean, safe water is, even in the UK...
(I read a book about the Thirlmere pipeline once...)
