Ok, lowering the tone is a term often made to describe the act of making inapropriate comments, it does not have to be written or verbalised. If for instance I was to turn up at a wedding dressed as a hooker or rabbit I would be described as "Lowering the tone".

I have come to believe that the term comes from the reaction that people have to these moments:

*Steve does something which really should not be done in the present situation* *other person replies* "Steven!!!!" *but in a deep or low vocal tone*

yes i'd say that could be considered lowering the tone steve!
